Preston Riverwalk is the site of the former Norwich State Hospital property. The Town of Preston acquired the property from the State of Connecticut on March 12th, 2009.
Prior to the Town’s acquisition of the property, Preston had worked with the State and numerous potential developers through The Norwich Hospital Advisory Committee,. On April 30, 2009, a Special Town Meeting was called to adopt an ordinance entitled ”An Ordinance to Establish a Redevelopment Agency for the Redevelopment of the Former Norwich State Hospital Property.” On April 30, 2009, this ordinance was approved at a Town Meeting. In addition at the April 30, 2009 Town Meeting, the members of the new Preston Redevelopment Agency were appointed and approved (effective 15 days after the passing of the ordinance on May 17th, 2009.) Current News from the Preston Redevelopment Agency—Updated 01/14/10. •Conceptual & Management Plan for the Redevelopment of Preston Riverwalk(CMP)--The first agenda item for the newly formed PRA is to develop a plan for how development of Preston Riverwalk will proceed. The committee has completed a draft that is being reviewed by legal counsel. Once approved, the PRA will work with the P&ZC to ensure it is in compliance. Then the CMP will be present to the Town at a Board of Selectmen meeting.
Posted January 14, 2010: After meeting with Preston's Planning and Zoning Commission(PZC) and Board of Finance(BOF), the Preston Redevelopment Agency (PRA) has revised the Conceptual and Management Plan for the Redevelopment of Preston Riverwalk (CMP ver 12.pdf). This revised plan is posted here. The PRA will not make any changes to this document until after the public hearing. Copies of the CMP will be available at the Town Hall and Library.

POSTED 02/04/10: "After litening to the citizens of Preston at a Public Hearing on January 28, 2010, The PRA incorporated concerns and made "typo" corrections to the Conceptual and Management Plan for the Redevelopment of Preston Riverwalk (ver 12). On February 3, 2010, the PRA unamiously approved the final Conceptual and Management Plan for the Redevelopment of Preston Riverwalk (CMP). After approval, the PRA agreed to send the CMP to the Board of Selectmen (BOS) on February 4, 2010. The BOS is expected to schedule a Town Meeting for February 11, 2010."
